Can I disable Publishing of a particular page?

I have the popular page for /site-settings/ that I have Unpublished.

How can I make it UN-publishable? I'm afraid the client will one day hit Publish.

(not a huge concern, as I have the navigation hard-coded so it does not appear on the website - just curious)

You should be able to Lock the page, as the Administrator.

If you created and assigned a single template whithout a template file to that page, setting it published should be no harm, I think, as it isn't viewable then on the frontend.

You can install the predefined page-publish system permission: https://processwire.com/docs/user-access/permissions/#page-publish
Then do not give the role that permission for the template of the page in question.
