how to build a product ordering form

My client want to build a website for selling various kinds of product.

However, online payment is not necessary for my client. Probably just a shopping cart without online payment.

The workflow is as follows:

1. Customer browse product show on the website

2. Customer just add to cart for wanted product (same as all other online shopping website)

3. When checking out, a form with a list of products in the cart , customer fill out necessary contact information. For example name, tel, delivery address, email and etc. Then submit

4. Shop master/admin will receive a order notification email.

5. A person (Shop master) will contact the customer personally for order details like payment by COD or deposit to a bank account and so for.
