[ROC] PHP rewrites .htaccess in ProcessWire

Hello I created this issue https://github.com/processwire/processwire-requests/issues/502
please I would love to see your comments on this matter.

This would enable using other servers besides Apache
by implemeting .htaccess rewrite rules in PHP,
maintaining the security of .htaccess in other webserver technologies.

I doubt this will happen. It appears that Ryan isn't inclined to work on it. I believe someone else will need to initiate this change, with Ryan providing final approval.
