User Role Question

How hard is it to setup a user role that can edit and add user accounts, but not edit anything else like the page tree or templates?

You will need to put every thing of your tree pages under access control, what may not be very hard, as you can select / use the inheritance from parents to children. (Starting at HOME, you have to set it only once for the homepage in the simplest setup)

Then you can create a role and user that has edit rights, but is not included in your given access control settings.

Will that take away the ability for them to mess with templates?

If you don't want a user role to change templates, just make sure to not give it page-template permissions.

It appears to be working if I install the admin restrict page tree module, and create a new role that can edit pages, but can not see the page tree, and gets forwarded to Access -> Users page upon login.
