Changed a file in /wire -- document and move on?

I updated the TinyMCE content.css in the /wire folder to add a fairly important style declaration. Since I know this can be completely wiped during an upgrade, I created an upgrade_notes.txt file in /site that documented the change. But it felt a little weird so: Am I missing something here? A better way to make this fix? Thanks.
