I've been playing around with Roles, Users and Template Access and I need a bit of clarification.

I created a Role called 'view' and gave it permissions of view pages only.

I assigned this role to a user and gave access to a template of view>view pages only.

When I log in as this user, there is no page tree displayed, just a 'continue' link that takes you to the home page.

But, if I assign permissions to the 'view' Role of view pages and edit pages, the page tree is displayed by this user when logged in with the view only permissions.

Is this how it is meant to work?

Check the access setting on the Home template, the default behaviour dictates that children inherit these settings. Basically your user isn't allowed to view the Home template and as a result, everything below it,

This applies to editing, I didn't read closely enough, apeisa's answer sounds correct.

I think user needs edit role (in general, not in any template required) to view admin site. Not sure though and not in position to confirm.

The user needs some kind of administrative access in order to access the PW admin. Just having page-view permission is not adequate permission to access anything in the admin. Otherwise, any random visitor to your site could go browse through the page tree in PW admin. Maybe that's not a problem per se, but I don't like the idea of it. :)
