Controlling cache globally

Is there a way to turn off/on cache globally for hole site instead of separately for every template?

As far as know, there is no such feature, at least I have not found it yet. Maybe Soma wants to add this feature to his ClearCacheAdmin Module, if its possible of course

Only thing I know is with ProCache, there you can globally toggle it with a single click.
