role permissions

    How can I  allow certain role to admin user roles, passwords, etc?

At least you have to give them the permission "user-admin".

And maybe other permissions like page-edit is needed too, but this I don't know for sure. But you can try it out.

I've given permissions to page-edit than to admin users and roles but not working yet ( I don't like giving them user-admin rights if possible )

Depending on your ProcessWire version, you have to enable the access on template (system template: user) level as well.
