What is it purpose without associate a template file?

out of the box, all fields of page edit is from top down. If a page have many fields, page editing or creation is not quit user friendly, user have to scroll a long listing page. is it possible to customize the page edit layout ? Let say some fields could be arrange in two or three columns or grouped in tabbed pages

My client want to build a website for selling various kinds of product. However, online payment is not necessary for my client. Probably just a shopping cart without online payment.
