Field stays closed, even when populated

I have a field of the textarea type that's has Visibility set to 'Open when populated + Closed when blank'. Also, in Access the 'Show field in page editor if viewable but not editable' is on.

If an user opens an edit page, I would expect the field to be open when populated, however, when user has view rights only, the field is closed. Is there a setting to have the field opened when populated and view only?
