Ability to move "Users" page (/admin/access/users/) to be child of Home page

If I remember correctly, there was a way to move the Users page to be somewhere else in the page tree.  It involved changing some special settings.  I can't seem to find it on the ProcessWire website.  Does anyone remember the guide / blog post / whatever documentation was created for it?

Just my two cents: based on forum topics and GitHub issues my impression is that people encounter troubles pursuing this strategy. I've always thought that leaving the user pages where they are by default and using URL segments for profile pages or similar is a much safer bet.
