Abstract: Due to the advancing digitization and the increasing number of people with disabilities, accessibility of information technology has become more and more relevant over the past years. Directive 2016/2102 already enforces the implementation of accessibility in the public sector for all EU member states. Automated evaluation methods can provide a frst impression of the accessibility of websites but a comprehensive assessment of accessibility is currently only possible through manual evaluation methods. A well-known type of such a manual method is the conformance-based evaluation method. It assesses the degree of compliance with the defned requirements. Following from this, it can be derived whether a website is compliant or non-compliant to the defned standard. Another 
type of manual method is the empirically-determined evaluation method. It involves the target user groups to a greater extent, for example, by having trained evaluators perform the evaluation from the perspective of the target group. 

The research question investigated in this thesis is: „What di˙erences can be found between conformance-based and empirically-determined manual evaluation methods for assessing website accessibility?“ Up until now, a comprehensive systematic comparison using real-world data generated by accessibility experts has not been conducted. In order to perform this task, a generic catalog of criteria was created based on the expertise of several accessibility experts.
